Harbour Primary School

Harbour Primary School is a nursery and primary school based in the harbour town of Newhaven and maintained by East Sussex County Council.

We won this roofing project under mini competition through the East Sussex County Council Planned Maintenance Framework in 2022. The value of the project was just under £300,000.

Pre start meetings were held and access routes and compound storage areas were agreed with all parties. Critical planning including pre ordering a significant number of tiles that would be required ensured no delays on procurements of same. Lead-in times for materials were at 26 weeks at time of tender.

The project was carefully planned taking into consideration the use of the school and safety at all times with constant communication allowing the school to continue their work which as a key requirement from their management team. This was reviewed on a weekly basis with daily communication between both parties.

Plant movement, working areas and deliveries were jointly considered and times access with plans were agreed well in advance to ensure disruption was minimal and safety paramount.

The project entailed the partial stripping and recovering of pitched roof coverings, replacement of roof lights, alterations and adaptions to rainwater goods and relining of guttering’s with associated works.

The roof was replaced with fibre cement slates and 20 electronic rooflights were removed and replaced with new Velux rooflights. Additional works included repairs and decorations to doors, windows and frames.

Once works commenced we found that the existing insulation was poorly installed and did not meet the required values to comply with building control.

We upgraded all insulation to raise the thermal performance of the school, to the satisfaction of the Local Authority Building control.

Risk Assessments and Method Statements were continually updated with client advice and works segregation areas and movements on site. Our on-site progress and management was continually monitored in line with both our ISO 9001 quality and ISO 45001 health & safety accreditations. This was reviewed by our Director and Health & Safety Consultant.

Any areas of concern are discussed internally at our weekly management meeting and addressed accordingly. Performance was reviewed jointly with the client against our work schedule provided and updated.

A build, guarantees and maintenance folder was issued to the client upon completion.

Social Value

A part of our commitment to East Sussex County Council’s Social Value Policy two members of staff attended the school towards the end of the project to spend a morning reading with children in Year 4.

We also carried out Working at Height & Ladder Training to the school maintenance team at no extra cost.
